近年来，江苏省锡山高级中学校长唐江澎观察到，包養某地区县域内考上名校的高中生寥寥无几，考上清华大学、北京大学的基本没有，“但凡有点办法的家长都会努力把孩子送去包養市里或省城读书，老百姓为这种教育付出了很大成本”。
今年是唐江包養網澎当选第包養網十三届全国政协委员以来，第三次带来关于“县中塌陷”现象的相关建议。“现在我国的教育主要解决发展不平衡、不充分包養问题，‘县中塌陷’是这一问题的一种突出表现。”
民进中央在西部某省的调研也发现，某县级市中考前200名学生近两三年基本没有进入本地高中就读的，绝大多数都流向了省会城市或地级市优质高中就读。2020年10月，某省刚刚包養網脱贫的一个国家级贫困县中考成绩前500名的学生没有在当地高中读书的，而全市中考前100名的学生能留在市一中就读的也只有包養个位数。
“县中的重要性再怎么强调也不为过。”全国政协委员、民进上海市委专职副主委胡卫告诉记者，县中是县域内教育资源的集聚高地，如今更承担着为乡村振兴、新农村发展培育人才的任务，县中能否办好直接影响该县发展水平。民进中央在调研中也听到有县包養领导诉苦说，“青年不愿在当地就业，县域经济社会发展布局所需的人才进不来、留不住”。
哪些因素导致“县中塌陷”
上世纪80年代，县中曾有过辉煌时刻，为何有的会逐步走包養包養向衰落？胡卫分析，首先在于市场经济打破了人员地域流动的限制，农村劳动者普遍开始向工作机会更多的一线城市、省会城市流动，部分地区出现“村空、乡弱、城挤”的现象。随之而来的是县域高中资源流失：一方面县中集聚的好教师被挖至或跳至市或省级高中；另一方面县中优秀包養網生源在减少，进一步加剧了教师流失。
在全国政协委员、民进中央委员、天津市教委副主任孙惠玲看来，“县中塌陷”除了受县域经包養济社会发展水平的制约、城镇化进程的拉动，更重要的是教育内部的原因，也就是区域教育公共政策失衡。特别是近10年来，各地在片面追求高考升学率的教育政绩观驱使下，出现了高中跨区域招生现象。这一现象，随着各种新体制学校的扩张而愈演愈烈。这些新体制学校借助优质高中的品牌、优越的办学条件、雄厚的财力、特殊的招生政策，吸引优秀教师和生源快速集聚，导包養網致县中人气下降、优质师包養網生资源流失、升学质量下滑。
胡卫也观察到，一些地级市出现了“超级高中”，“像庞然大物一样，吞吐和吸纳能力很强，有的一个年级有七八十个班级，更加剧了县中生源的流失”。
在唐江澎看来，所谓“超级中学”并非传统意义上的高中名校，而是以跨地市“掐尖”招生为主要手段聚集优质生源，以清、北升学人数为主要标志打造学校品牌，以强化应试为教育模式，在复制中扩大办学规模。一些“超级中学”把“尖子生掐光、好教师挖光、清北指标占光”，直接导致区域教育生态的整体恶化和教育水平的整体降低，弊害很大。
“一所学校挺出来，就有一批学校倒下去。”唐江澎去年就观察到，不少省份考取清华、北大人数的8包養0%以上集中在3-5所甚至一两所“超级学校”之内，许多经过几十年甚至上百年发展起来的历史名校在此背景下，生源、师资流失，质量严重下滑，辉煌多年的“县中模式”整体消解。他说:“如果这种失衡持续下去，只会好的学校越好，差的越差。”
如何重振县包養網中
重振县中，胡卫认为，首先要保障县中发展所需的资金包養網投入，包括生均经费、生公用经费等，将其纳入省级、市级的统筹发展规划中保证投入。“目前县域财政对县中的支撑力度还不够，因为县域财政包養網本来要承担的公共配套服务压力很重，其中九年义务教育是硬指标，而高中不是强制性的年限教育，在有限的财政‘盘子’中，输出到县中的财政资源会相对欠缺”。
孙惠玲也建议，要完善县中教育财政经费分担机制，实施中央、省、县（市区）按比例分担，中央财政加大对财政困难县中学教育经费的专项支持。民进中央的《关于振兴包養網县域普通高中的提案》（以下简称《提案》）中也指出，从省域层面看，省级统筹责任清包養網单和管理机制尚不健全，中央财政转移支付配套机制也亟待完善。
同时，《提案》建议实施县中教师振兴计划。一是建立县中优秀教师岗位津贴制度，以待遇留人；二是遏制县中优秀教师的逆向无序流动，对县中优秀教师实行聘约管理，严禁聘期内流动，聘期结束后由县中向包養大中城市高中流动的，接纳方要对县中进行人才流失补偿；三是鼓励大中城市优质高中优秀教师到县中支教；四是国家部属师范大学每年为县中定向培养公费师范生。
在稳定教师队伍的同时，胡卫强调，生源的稳定对县中的发展同样重要，“皮之不存，毛将焉附？如果学生都走了，老师包養教谁呢？”
《提案》中也提到，要严禁高中学包養網校各种形式的跨规定区域招生行为，并扩大县中学子就读国家重点高校的机会，国家完善中央和地方面向县中的重点高校专项招生计划，按照县中招生规模安排相应的定向招生计划。
但胡卫认为，也不能因此完全限制县域生源的流动，一刀切地完全禁止跨区域招生，这既不包養符合市场导向，也不符合教育规律。他更倡导“堵后门，开前门”，即堵住县域生源无序流动的同时，打开相应的流动渠道，“随着县域内义务教育普及水平的提高、能够就包養读高中的学生数量增加，在县中基本生源稳定的情况下，为有需求的学生进行跨区域流动打开渠道”。
在唐江澎看来，应强化省级教育行政部门的责任担当，刚性建立以县域为主的招生体制，控制生源的无序流包養網动。他告诉记者，江苏省部分地区也曾出现过“县中塌陷”“超级中学”崛起的苗头，但10年前江苏省就出台文件严禁跨市招生，让这一苗头在一定程度上得以遏制。
让学生在县域内就能享受到优质教育
据唐江澎观察，省内不同市区内高中发展的路径不一样，有的市会有一两所特别包養網知名的“牛校”，有的市没有所谓“牛校”但普遍比较均衡。
他发现一个规律，“反而是发展均衡的地区，整体教育水平比较高，考进重点高校、名校的学生总数更多”。
此外，唐江澎认为，同时以县中优质化引领县域教育整体振兴，让学生在县域内就能享受到优质的教育。
比如包養，推进校长职级制和高中校长跨区域选用制度，拓展校长职业发展空间和任用通道，吸引更多优秀人才争当“好校长”，包養办出“好学校”；以建立和完善3级教研制度为重点，配足配优县级学科教研员，改进其工作方式和激励机制；在持续加大教育投入的基础上，优化投入导向，统筹建设一体化智能教育平台，建立智能化、可视化、交互式的教育教学体系，依托信息化优势，实质性推动优质教育资源县域共享等。
唐江澎理想中的高中教育状态是，每50万人口区域就有一所受当地群众认可的优质高中。但他也包養網认为，这绝非一所学校就可以完成，最重要的“要看当地政府的担当和导向”。
